This is usually because the game is trying to in 8-bit color mode, but the lowest that windows 7 supports is 16-bit. There are ways to fix it, but I decided it was too much trouble for such a small issue :P

I can't wait for that feature to be added, but for the time being it works to un-soldier everyone and disable all weapon/item stockpiles to stop the villagers from charging downstairs. I also like to make sure everybody is always armored and armed, so there aren't any helpless villagers running into monsters :D
