Hey, I faced the same problem, but I found a work-around to that:
first of, I have the same conflicts, nothing to worry about.
You can manually activate the mod without the mod manager,
see here: Twcenter.net
do everything as followed by the DEI instructions, placing the files, go ingame, tick the squares, leave, then edit the user.script.txt which is shown in the tutorial i linked, add it like this:
mod "_divide_et_impera_release_12_Part2.pack";
mod "_divide_et_impera_release_12_Part1.pack";
then launch the game, tick the arrows on the right corner then you'll most likely find the divide et impera home screen and then you are good to go
