The mod isn't activated or deactivated from the in-game menu, but from the EnabledMods.txt file in your mods folder.
You can enable the mod by accessing the EnabledMods.txt file located in your Mods-Rebellion v1.85 folder, which is typically located here:
C:\Users\USER\Documents\My Games\Ironclad Games\Sins of a Solar Empire Rebellion\Mods-Rebellion v1.85
Open the file called EnabledMods.txt. It should hold the following text:
TXT
Version 0
enabledModNameCount 1
enabledModName "star-trek-armada-3"
To disable the mod, change the enabled mod count to 0. The text should now read as follows:

Version 0
enabledModNameCount 0
enabledModName "star-trek-armada-3"
Save and exit.

Only "Star Trek Armada 3: Sins 1.85 Update Full Version" is needed if your Sins is updated to 1.85
That is the last update of the Star Trek mod.

It's better when people asks how to do something correctly than keeping always asking why the hell this mod is not working or experiencing ingame errors... because they not read nor follow instructions ;)

That means delete the entire Armada 3 mod folder, saved games, etc.
Then follow step by step the STA3 CTA Install Instructions.pdf (located inside the downloaded STA3_1.5.6.zip).

That "application" is the executable file (.exe) and your explorer will show to you just as "Sins of a Solar Empire Rebellion" and that is the right file for apply the LAA.
Not the "Sins of a Solar Empire Rebellion Dev", just "Sins of a Solar Empire Rebellion".
Anyway, be sure that file is not marked as "read only" under properties and run the LAA as administrator or you will have the same trouble ;)

My pc is pretty old and weak too but I can play without any trouble just reducing a bit some graphic options to mid (like level of details of planets or buildings) and my specs are:
AMD Athlon dual core 2.40 GHz
GeForce 9600 GT 512 MB VRAM
6 GB RAM DDR2
O.S. Windows 10 Pro 64 bits
I guess.. his only handicap is the installed RAM to be able to play decently.

As Ambarenya (and others) said... not working on GOG version atm:
"The current situation with GOG's release really complicates matters in regards to Armada III because in their infinite wisdom, they basically released an unofficial version of the game, which causes quite a few problems on the modding side of things. Essentially, if we choose to patch now, any subsequent changes made to the base game will require us to repatch again when 1.83 is officially released. Worse yet, this complication comes at a transition period for our dev team, when we're trying to construct The Final Frontier (and I'm very tempted to say just hold off until we do that). I don't really know yet the extent to which we will have to patch the existing AIII content, but it could potentially be a daunting endeavor."

That CRC-Error means your download is corrupted (maybe due a bad connection while downloading).
The only way to fix that is... re-download and cross your fingers.
