My problem was that in the shortcut I copied it as dictated by the guide -mod C: \ the horse lords ..... And I had created the folder in C: \ games \ the horse lords.
I changed it to the correct destination and it works perfectly!

I installed The Horse Lords following the steps and everything perfect. Except that the game runs as if it were normal ROTWK. NO mod mnu, no factions, nothing.
