you can disable or reduce it in the .ini file if i remember correctly

you create a shortcut (or use the actual .exe), right click it - properties - compatibility tab.
Eugloadingbar is located in the game folder, something such as Program Files (x86)\Atari\Act of War - High Treason\EugLoadingBar\EugLoadingBar.exe
