I suspect your leeching power from that captured GDI base to the upper left.
No way 4 upgraded Nod Power plants could power all of that.
Actually the perks stem from the hot blond babes Nod employs.

Its just testing map,created in Worldbuilder(except the walls done later ingame)
This is only a forward base.
Non-visible main base next to it is two times bigger. xd
Power can be given via Worldbuilder scripts.
