Only the zone knows. But X-18 are known for unusual experiments.

Maybe it was supposed to be the beginning of a creature like the "morlock" - Stalker.wikia.com - or a burer/controller/poltergeist.
But whatever it would've became, it would be hostile.
Some of these pods you see are destroying and lying on the floor, without the subjects inside. And due to the high poltergeist population in X-18...
uh... controller babies?
to me they look like the kids from silent hill.
