The Enclave winning Fallout 2, should have been the actual ending of the Fallout series.
They had too much going for them, and their plan was actually very humane compared to the alternative.
Trying to fight threats like this conventionally, would have cost far more lives and resources in the long run. The sacrifice involved in ending the threat then and there, was far less than the long term. The result, a world free of mutation. So yes, President Richardson had the right idea.
Leading isn't about making just the easy choices, it's about making the hard one's too, even if those choices go against popular opinion, than living with it. Just the way life is sometimes.
However, I doubt the Enclave will ever be recognized for the reasoning behind it's original intentions. Bethesda had a good chance to paint them in a new light in 3, explain their side some more. Yet choose not too, pretty much ruining the faction for the rest of the series.
Doesn't mean Fallout fans like me can't give them their due credit though.
