Following the battle of Coruscant at the end of the Imperial Civil War, the majority of the former Krayt Loyalists suddenly found themselves without the support of their Sith masters and promptly returned to the Fel Empire. It came as a slap to the face to the Alliance when the late Empress Marasiah Fel unofficially pardoned the treasonous elements of the Empire, instead directing her energy towards rebuilding a nation. However, not all those who fought for the One Sith returned to Bastion and many have since, for various reasons, sworn loyalty to new masters beginning a new era of warlordism.
Following the Imperial Civil War, those who stood with Darth Krayt and the Sith had two choices before them; return to the Empire under its true rulers or to turn their back on the Fel dynasty. Be it out of fear of reprisal for war crimes, differing idealogical persuasions or dangerous ambitions.

Admiral Garm Tiruel commanded the Outer Rim Fourth Fleet during the Imperial Civil War. when the people of Contruum refused to align themselves with Darth Krayt's Galactic Empire, Tiruel saw this as an opportunity to prove his loyalty to the One Sith and show initiative as an excellent commander. Admiral Tiruel personally led elements of his fleet and destroyed much of the planet until the population capitulated.
When the One Sith were driven from Coruscant and numerous members of Krayt's Empire flocked back to Bastion, Tiruel realised that there was no chance for the Fels to grant him any sort of leniency. Gathering the remnants of his forces and swaying them with vague promises of wealth, influence and a higher living standard while overtly reminding them that they also partook in numerous unforgivable atrocities, the admiral became a warlord and established himself as the ruler of the Saleucami Authority.
Tiruel plundered the wealth of the local systems to enlist the services of mercenaries, bolstering his already impressive military.
