A few months ago after getting through Bioshock Infinite I had thoroughly enjoyed the story and found the universe interesting, however the actual gameplay was very unimpressive if not a miserable drag on the story. After watching TotalBiscuit's video on the game, he articulated exactly what I had felt. Bioshock Infinite was an excellent story and possibly a contender for story of the decade but it had in comparison the same gameplay quality of Call of Duty.

So what makes a good game and do some games deserve to be relegated to other designations such as The Walking Dead, which has hardly any gameplay to speak of?

A good game is not only fun to play but resonates with your own experiences and being in some significant way.
In 1985 I found Archon - En.wikipedia.org
Back then I was mostly an arcade game kind of guy. Archon is still to date the most fun I ever had playing a game.
The genesis of chess board strategy and arcade combat in one game was, and is, brilliant. It has been remade a ton of times, but that old C64 version is still the best.

"In 1996, Computer Gaming World ranked it as the 20th best game of all time."
