Why does the upper head & fingers look high res but the rest looks blurry, low res? (Except for the clothes)
It's still a work in progress as I've indicated, Nemiya does a few passes over the High Poly when he creates a model but I think this one simply didn't have the smoothing groups turned on.
You clearly don't know much about 3D so stop criticizing everyone's work.
