I have no idea what is going on in this picture.
IIRC, we get "limited flight" in 1.8, and it appears this is part of that "limited flight", oh, and, 1.8 comes with a new creative mode ;D
edit: almost forgot: The "limited flight" is only available in creative mode :)

maybe you have to summon a cloud, then it takes you to the sky realm?
I certainly hope this isn't a new way to "get around" in minecraft, nether portals are a very fast but dangerous way to get around, I feel like anything else doesn't really make it minecraft :p

Reminds me of a spell really, I'd like to see spells such as spawning boats for when they break or summoning minions, could open up a lot of gameplay possibilities.

Well,recently, Blue behaved nice and "allowed" Notch to copy anything he wants from Terraria in Minecraft on Twitter, so I don't see why he would get sued on Steam for that or whatever you meant..
But still, the Terraria dev team didn't recognize that they took inspiration from Minecraft in their game..
As for the picture, I don't see any ressemblance to the "cloud in a bottle" and I doubt he will call it like that :P

I don't think it really is the screenshot Notch was talking about. Look at the lighting: it's exactly how it's in 1.6.6, not the blue night 1.7 has. Well, unless Notch removed it, but that would be a shame.
