Description
In vanilla(including Invictus), player's governors are not switching their governor policies until you appoint a new governor, or re-appoint them. AI nations, on the other hand, are getting their governor policies refreshed for free every now and then to the most suitable ones. With this mod, by default, player's governors are delegated the authority to do the same, AND you are able to take manual control of a policy in any state via the new button!
