Hearts of Oak: Conquest of the Seas is a non-commercial PC game being developed by PiratesAhoy!, and is to become the historical seafaring game to end them all! Fun, realistic gameplay on land and at sea, set during the Age of Sail, will provide extensive free play, exciting scripted storylines and intense multiplayer scenarios.

so could the water in the game look like this or close to this ( concerning to waves mostly )?
It should be possible to make the waves this accurate, yes. The ocean surface will probably be harder to simulate, but I reckon it will look impressive when finalised.
Could you not try and request some help or tips off of the guys at Ship Simulator Extremes, their ocean looks phenomenal and very realistic! :)

This looks nice, and if this isnt final quality, i eagerly await the finished touches :O
Though i do have a question on how the ship will handle these storms. I remember in PotC you could literally sail for days on end in storms with the larger ships, but in AoP2 you were pretty doomed if you got stuck for more than a few hours in game, no matter the ship class.
I think the chances of surviving a storm will depend on the player's ability to command their crew efficiently, more than the type of ship. We've talked about sails and rigging being destroyed if the captain makes bad decisions or doesn't act quickly enough, so it should be more tense and engaging, hopefully.
