A much needed mod that balances liberty, education and REF (Royal Expeditionary Force). The result is that the game leans less toward rushing, and more toward smoother gameplay. Special thanks to webgovernor for its creation.

Fixes:
-Education time for colony students no longer increases to unusable levels.
-The kings reinforcements wait until the player has generated 200 bells instead of 75.
-The kings reinforcement intervals are slightly farther appart.
-Total rebel sentiment is calculated based on the population inside of your cities. Soldiers are not counted towards the global rebel sentiment, but they can still be Torry or Rebel. This allows for the stockpiling of larger player armies.
-Slight modification to allow large cities to (eventually) get to 100% rebel sentiment, with only mild help from founding fathers.
-Slight modification that mildly increases European immigration. Immigration time still increases.
UPDATES:
-Better REF and Rebel sentiment calculation, now a 18-22 city can *eventually* acquire 100% rebel sentiment, assuming the proper buildings and statesmen are present.
Installation:
-Create a Mods folder, it should be located in the "Sid Meier's Civilization IV Colonization" folder.
Example: (C:\Program Files\2K Games\Firaxis Games\Sid Meier's Civilization IV Colonization\Mods)
-Copy the CivBalance folder into the "Mods" folder.
Example: (C:\Program Files\2K Games\Firaxis Games\Sid Meier's Civilization IV Colonization\Mods\CivBalance)
-Start the game, select "advanced", and select "load mod". Choose the CivBalance mod. Play your new game.
How it was made:
-Education and REF were edited in the GlobalDefines.xml, the city rebel calculation was done with the C++ SDK.
