To make a Swat 4 TSS Mod like S.A.S or an easy Mod Maker... I would really like to make a powerful but easy mod or like these in the game.

Awesome weapons and great custom skins..
Great and awesome protection.

Or an easy but powerful Mod Maker so I can do these. Please reply and say yes or no.

Your question is a bit to open ended, theres many engines you could make a game like this on, im not sure what mod maker your refering to mods take as much if not more work than commercial games.

This inane fantasizing belongs on twitter, not a forum, maybe 4chan.

Im saying that I want an easy but powerful mod maker or a tutorial of making a mod in The Sketchov Syndicate all the way to the end or somebody applies and makes a mod that I want in the forum.

As we can see there are no tutorials on it. The process is undocumented and asking around here with broken English and meaningless polls is pointless. There is no such thing as "mod maker" that spews out anything you need and everything you say just makes me think you don't know what modding means but you just desperately want something more to play for that game.

Moreover there aren't people here that you can just ask to make a mod you want.
