just made the victory-class republic frigate build-able i only managed to make it so in GC, so you won't be able to build it in skirmish. Im still looking into it

Move the file to you RaW data\XML folder
there may be two data folders depending on how you installed the mod
move it to the one that will ask you to overwrite
