Description
Here is another hotfix that is again attempting to reduce crashing during battles. Specifically this reduces the overall amount of projectiles being fired at any given moment by reducing the rate of fire of the infantry as well as further reducing the number of particles in artillery shell explosions.

No crashes so far, tried on map of Arras 3 vs 3 full stack armies with mg's and heavy artillery and tanks! Works fine, tried out the campaign, it became even better and more challenging! Great update!

In my game a new nation called Latvia was born.
when I pass the turn and it's Latvia's turn, the game crashes.
do we just drop this in the NTW common directory ?
