This is our Installer version. Contained is our executable is (STA3-CTA), a pre-made enablemods.txt, our readme and credits list and the large address aware application. Thank you so much for downloading STA3: A Call to Arms. We Hope you enjoy playing it as much as we have enjoyed working on it! Please note. You will be able to play multiplayer with your friends regardless of their install method.

installer is broken
What kind of issue were you having?
I just tried the installer, and it works fine for me. If you are having problems check your antivirus or run it as admin. If it still does not work get the zip version.

I just finished it just says file instead of file extension
Try renaming it and put .exe behind it. If it is what I think it is. Since you are kind of unclear about it.
