A smaller update containing further fixes and balance improvements to the 0.9 railway update.
List of Changes
- Railroads on colonial provinces will no longer require an operating transport company in the province. In other words, railroads won't go bankrupt on colonial provinces.
- AI railroads won't go bankrupt if there is no Transport Company in the province, however, the AI still needs transport services as maintenance good for their factories.
- Railroads now require a small amount of transport services to build, so that it is less likely that they get built before transport companies. This should also make the AI at least try to start some transport companies before it builds railroads.
- Factories can hold 100k cash so that they can survive when prices fluctuate.
- Pop base wages from factories got significantly lowered (to about a seventh of the previous value).
- AI will now dissolve upper house if it can, to try to avoid rebellions.
- Serfdom now also gives +100% factory cost.
- Other tweaks and fixes

Hey man thx for fixing the railways!
One last big problem is the construction of factories... it takes for ever to build them.. got the money for the stuff they need but they still dont want to build it in the last 4 years... When you fix this problem your mod is actually perfect!!!

Would you consider importing the map changes from BAI in hungary into this mod. This changes the states to match Northern and Southern transylvania instead of eastern and western. Also noticing problems with coal, seems to be broken mid to late game.
In what way is coal broken?
Playing as Prussia with all industry techs I encountered 40%+ unemployment rates. Also my domestic production was like less than half of my demand.
A lot of the consumer goods are sort of messed up too, like Tobacco which has massive issues around 1850. Fish are very improved though. There needs to be some more RGO balancing. Cotton also seems to have some problems although I often play as Greece which has poor industry tech, so take that what you will. Not trying to be a d*** though think overall this is a great mod. Love the migration changes too.
Cotton is super profitable early on, so I'm sure you're messing something up. If you feel like you're overproducing cotton try opening some textile and clothes factories, that will do the trick. Also pls make sure you're using the GitHub version.
Sorry for the late reply. The reason behind why you have a low production despite the high demand is that your pops can't afford it. Try lowering taxes, increasing pop income, etc.
