This should add a siege event if you have a fleet in the nearby sea zone that cuts the siege morale by 10%.

it keep repeating get the fleet into position but..nothing else..thats all?
Are you in a siege? It should drop the holding's morale by 10% each time. It's not very expansive right now(can't really be since Paradox hasn't developed the scopes used int it that much as far as I can see.), simply a basic concept mod.
