Entropy project got new major update - 0.3.0 Allied Update. Due to technical reasons, it couldn't be uploaded yesterday, March 13. It mostly aimed on Allied Nations improvement. New game rules development has been started.
Next global update - 0.4.0 - is planned for the end of the April. It will be focused on new gamerules and top secret protocol overhaul.
New game rule - Infantry Only
First new game rule finally appeared in Entropy project.
Maps marked as [Infantry Only] do not allow players to build any units except infantry. Top secret protocols also prohibited. For now there are two official maps available in this game rule: Island Arena (2) and Battlebase Hexis (6), as well as one Entropy exclusive map - Expendables (4) designed specially for infantry battles.
- Advanced Allied Anti-Surface unit equipped with temporal weapons and portable chronosphere.
- Price: 2000$, 15 sec. Requires Tech 3 to be built.
- Uses portable chrono device to quickly change his position.
Siege Trooper

- Allied Light Bombardment/support infantry.
- Price: 500, 10 sec. Requires tech 2 to be trained.
- Armed with grenade launcher which is able to switch between two modes: frag grenades and stun grenades. Siege Trooper provides friendly infantry units nearby with advanced armor.
- Engineers now automatically repair friendly vehicles nearby.
- Added range marks for passive effects of support units.

- Raider got new model and FX. Now Raider provides friendly infantry nearby with speed boost.
- Slightly reduced rate of fire.
- Pathfinder got new voice acting and new firing sounds.
- Pathfinder does not kill infantry with his ability anymore.
- Increased Pathfinder's speed from 50 to 55
- Imperial bunker got its own building animation
- Cryo legionnaire is tier 3 now
- Desolation effect does not affect Desolators anymore
- Fixed duplicated Desolator's weapon bug
- Fixed Flak Trooper's damage againist infantry
- Added Terminator's death sound

so how do I change the game rules aside from the regular funding alterations and ingame loot boxes?
Game rules are scripted in the maps, e.g. maps marked as [Infantry Only] are infantry only by default.
the [Infantry Only] maps aren't showing - are they online only?

started to get nervous there for a second - because I seriously wanted to try out that new game rule. the thought of seeing conscripts zerg rushing a base is so cool

is is only the Allies that has been updated in this version?
There are minor changes in Soviets and Empire as well, they are written in change log.
Two previous global updates were about Soviets and Empire.
that special sniper unit from allied bootcamp makes the game crash when you try to use its chrono ability...also the tesla planes arent working properly...

You need to unpack the mod into:
[user]/red alert 3/mods/
And start it from game browser/mods.

No. Uprising does not support mods.
Do the new units have unique models?
Not yet. They use imported CnC 3 models in 0.3.0
Variants of guardian tank nice. Sometimes I wish red alert 4 real, with many variants of infantry tank and many more. Balance is make custom arsenal, this is like generals from zh but custom general. Comp wise you can ban a op unit.

Yes, you don't need previous updates in order to install this one.

NO.
There were Soviet and Japanese update as well before this one.
