portugal redux file

The full file, contains the entire Portugal Mod's latest version with my updates. I would do just a patch if I could get the thing to cooperate, but I couldn't so I am forced to do this. I say again the only work I claim is the slight tweaks to fix annoyances, the rest is not my work nor do I pretend it is. This is just a fan-patch to cure some things that were aggravating several people.
