The Portal Map Editor sucks, i'm sorry but your not going to get any respect from other mappers if you use it.

Why don't you team up with someone to make these chambers into real portal levels?
Or learn hammer yourself, it's certainly one of the easier tools to learn.

For "a beginning tool", there aren't really much more of these except Zteer's Editor and sbrown's Editor. I once saw "PLEaDOS" by omnicoder being made (which would actually be a separate program to make BSPs and would not be SAV-based), but it never saw the light of the day.

No, it's because it is a limited program. You only have a variety of objects/brushes and entities. The editor was specially created for people are mentally challenged when using Valve Hammer Editor.
If I were you I would keep this around, and when you start picking up hammer, I'd properly remake this map.

To be fair, some of the levels are annoying and repetitive, but some employ something new and interesting.
