is it possible to spawn npcs in your online mutltiplayer server using the console if you have cheats enabled?

Thank you so much for this incredible mod - my friend and I absolutely love it! We've created a server thanks to this handy package, but we cannot for the life of us figure out how to activate cheats. If we use the devmap function, we get spawned into separate, single player instances of the game, so that doesn't work.
I realise that you're incredibly busy, but as I can't find any info about this anywhere else on the net, I was wondering if you could tell me how to enable cheats on my server? I imagine I'm not the only one who's run into this problem, so the info could be quite handy to have on this page. Also, my friend and I want to go co-op against some Stormtroopers haha.

Should be an option somewhere in the server.cfg file. Otherwise you'll have to look it up, my specialty isn't multiplayer, you'll want to talk to Fire Phoenix about that.

I have recently set up a server using these files but I cannot seem to figure out how to allow adding bots and how to allow voting on game types and maps. Any Suggestions?

I can't seem to figure out how to active the cheats in order to add KOTF npcs to create a custom scenario in the MP mode. And it seems I'm not the only one here.
Perhaps it would be ideal if there were a video tutorial on it?
I can't find anything relating to cheats in the config file.
amdev mp/ffa3 or whatever just brings you to a separate map, which doesn't work either.
