Description
This file has some issues, and seems to have trouble targeting some holdings. This issue is not reflected in the other versions. I've been unable to isolate and fix the issue, but I'm continuing to work on it. As it is I would say it's semi functional. I hope to resolve the issue soon and re-upload it.

and it seams auto hospital building make game to lag

Try the other EK file I uploaded. It will probably work better, this one had some issues.
That said, I'll put 'enable/disable' buttons for various building types isn't a bad idea; I'll add it to the list.
