Yep. It's cutted thing, because we really don't know which relations was between this sides. Episode in the end of the "Apprehesion" is very strange. I mean time between the Black Ops' inbreak and the HECU evacuation. After the evacuation, ops and marines definitly was enemies.
black ops were "friendly" to HECU prior to their evacuation :/ the ones left behind however became witnesses to what rly happened. Its safe to say that somewhere along the chain of command the black ops were under the G-mans "influence". Since G-man made it clear he didn't want any witnesses of the true black mesa event which coincides with the black ops "clean up ops" mentality & orders.
