i found something and its too anime relatet but im not sure if its copyright restricted but i see a lot of creators using it.
it is the madara speech from naruto and yes there is a russian and polish version too ^^ but my preference is the english voice is the best maybe you could try this since i have no clue how to make it

I came here hoping for help making my own mod of this type. I want to change the wish granter voice to audio from the Chernobyl series. the scene when everything goes wrong in the control room. i guess oblivion lost has something similar, with lines from an older British movie. its haunting. its like hearing ghosts inside and i love it. i just have no clue where to even start, swqapping the audio

Theoretically this could be true, the wish granter would lure stalkers by promising to make their dreams become true...
In the context of this addon it is fun. But what if instead you're wishing to make someone return from death? imagine if the wish granter starts calling you by using the voice of that person? it would seem like your grandmother calling you-(into a mouse trap)... the poor and naïve people that would fall in those lies.
this addon could branch into something very interesting.

I found voice lines like that, but it had other wet slapping noises in the background so I had to select others like oniichan etc. :)

Doityboy, in case you want to make more absurd content you can use my mod: Moddb.com. In that weapons play defined sounds each time you shoot and you can also cut this kind of weird audio (anime & co) for the weapons. However, bear in mind that I was just starting with modding when I made it so you'll have to somewhat understand the script logic.
This is better be good if i went at wishgranter and wish for anime girls : )
