Have you copied all of the files? Any error messages?
Please try to restart the configurator and the whole computer.
It crashes the Configurator for me too.
I fixed crash by editing the "vehicles_10x.ini" file. I added two lines: "Name.ru=" and "Description.ru=". Hope it helps :)

No, resistance is not changed, it is however compatible with with Moddb.com.
Well, just IMHO but think about game balance re: fuel consumption and 'toughness', or maybe that doesn't matter to you. Lots of free vehicles, you just have to explore... I even saved enough to buy the APC and does it suck fuel and is a pig to drive, but not complaining, LOL :)
More options never hurt. Personally I think the game tries and fails horribly at being some sort of hardcore survival mode version of STALKER. 10 grand for night vision so blurry I can't see what it lights up? That's 1/3 of the money you can make in the Cordon scrounging for every cent. Absolute insanity.
I've modded it up to hell and back to make the game a bit more relaxed to play and it's STILL frustrating to play due to the bugs. Every cutscene I have to sprint jump into the trigger for or i'll simply view it from where I walked in instead of with a proper floating camera, cars being nearly half destroyed from hitting an starved dog, mechanics can't fix a gun under 25% condition, etc, etc.
Just let folks unfuck the mod so they can play it in peace.
