This in theory should be louder than Controller's tinnitus. But in practice our ears perceive sound much differently, and as white noise ranges from, practically, all frequencies we can hear it gets a lot less harsher and "piercing" sounding.
That's a great tool to mod controler's noise without having to extract gamedata/sounds.
