This simple mod edits the starting loadouts of the factions to make more sense within the game world. For example, Ecologists now have an SP-99 suit, Mercs have an MP5 SMG, Duty's starter armor is now on par with Freedom's, Monoliths get a short G-36, and soldiers get an AK-74 (what kind of government army sends their soldiers into a war zone without a rifle!?). Every faction has its own starter pistol, meant to go with the the common loadouts of their faction and add some variety to the beginning of the game.
Alfleet made an alternate version of this with an optional B&S patch that can be found in the folder, the details of that are in the first comment.

It doesnt make the game harder, makes it boring and unimersive.
As a loner, makes you cower behind your tourist safari followers (who, inexplicably somehow have way better weapons than you, a rookie stalker who is supposed to help them in the hunt).
As a merc (who is supposed to be one the top of the food chain, except for monolith maybe), having only a pistol makes you play like a pussy.
Duty, who are supposed to be brave veteran ex-military who stayed behind to fight the zone, have only a ****** pistol?
And so on...
Ive made some personal edits to your file. Added weapons to other untouched factions, in a lore friendly and balanced way way (no scoped weapons, only the most basic weapons of the smg/rifle category):
Loner: ppsh
Bandit: kiparis
Clear Sky: AK74u
Duty: AN-94
Freedom: M16
Ive also changed monoliths rifle. I think they deserve a better rifle because they are the best equiped lorewise, are hostile to everyone, dont have easy access to the beryll vodka trade, and start out in the north, where dangerous mutants roam. I think it makes sense lorewise and balancewise as well.
I think the g36 fits them well but the vanilla scope is terrible. I never use it unless i have the 2d scope addon. Assuming people will play vanilla, i gave monollith the l85. So they are the only faction that gets a scoped rifle out of the box, to counterbalance their inherent difficulty
I think other people might like a version like my personal edit, maybe you would consider making it an optional component?

Edit 2: BaS patch gives monolith g36 back, since the scope is fixed.

Uh, i think your ideas are based upon the decently established conventions for all factions.
Definitely a refreshing take on new game loadouts on the middle of the year, it's good to keep the newer players entertained with these balance changes.
I do have an immersive starting location made and ready to release, but it's built using a bit of someone else's mod, so I can't ship it unless I have permission.

Yeah. I made that, but with a bunch of different locations for all base factions. The trouble is it contains that mod so I don't want to steal it without approval haha.
Yes. Anomaly is know as a hardcore game.
Newcomers download it, crank up all difficulties to the max, then get murdered by a pack of 5 cats outiside of cordon. Then they uninstall.
Making it a more forgiving in a lore friendly way is the way to go.

Do you by any chance know how to edit mission rewards?
I think pistol starts might be bearable if you could edit each faction leaders first easy mission to reward you with your starting main weapon.
That way you would still start with a pistol, but quickly get an upgrade to get you going.
Sorry I've never messed with the quest rewards. That does sound fun though!
This addon is kinda useless for Hard + Survivalist players. They add nothing new except new pistol
Okay? Don't use it if you don't like it. I just felt like the starter pistols lacked flavor so I gave every faction a different one.

No it's supposed to be a .rar with the mod in it. I think you're just having internet trouble.
