According to the canon they are both dead. But **** it the canon, maybe I'll add them in an update.
There isn't really an actual Half-Life canon, other than just the events of the existing games. It is generally accepted however that Gina Cross is the dead female scientist in Opposing Force, after it was stated so by Randy Pitchford, although some dispute this. Colette's fate is unknown...
I read a tweet from one of the creators of Decay, saying that Gina was dead, and that Colette surely was too. But **** it, for me they are 100% alive both.
Probably you mean the bit about being in G-Man's freezer? That's Randy's way of saying she is frozen in stasis, rather than dead ;)

A couple of things btw if you're being absolutely accurate:
The Combine invasion and the 7 hour war that follows is a matter of days after Black Mesa is destroyed, not years... as confirmed by Laidlaw in 2019.
Otis #1 also couldn't be working for Aperture Science, given the above and the fact that GLaDOS killing Aperture staff with neurotoxin and initiating a lockdown, occurs about a week or so before the Black Mesa Incident. So the facility was already sealed off with staff either dead or losing their mind...
As I said above though, there is no strict canon, so it doesn't really matter :)
Seriously? I swore (I don't remember where I read it) that there was a period of peace after the events of Black Mesa, since with the destruction of the facilities the portals were "closed" but never closed completely and that was when the Combines invaded.
Otis's shirt is more like a meme, something like "look, I support Aperture Science, I hate Black Mesa" xD

I love these models. Sven COOP team should have these has default Black Mesa suvivors.
You should also add Black Otis, and the opposing forces team in civilian clothing as well for a what if they escaped and are trying to survive while the black ops tries to hunt down everyone.
Can consider the same treatment for the Japanese Half Life arcade game. They have some other characters heads in there.
Maybe do a pack of Adrian Shepard, Gordon, Alyx and Barney in survival clothing as an what if alternative before they arrived to Half Life 2 City 17?
