This skin will replace Terrorist Leet model so copy these two files "leet.mdl" and "leetT.mdl" into Leet folder of you CS 1.6.
Leet folder is located in the following directory:
cstrike\models\player\leet
If you want to replace another skin just rename "leet.mdl" and "leetT.mdl" for other model name like "urban.mdl" and "urbanT.mdl" and replace into urban folder.
