NPC Loadout Tweaks addon

Remade NPC loadouts for every faction, to be more lore appropriate and logical

General info:

• Made to be lore-appropriate, logical, and as balanced as I could manage
• A conceptual rework, taking into consideration the faction's standing, supply sources, allies and enemies
• Most weapon reskins were eliminated from NPC loadouts (except a couple of modernized ones)
• Caveat - while there is a logical progression of loadouts for each rank - the game might not use NPC ranks appropriately to location and gameplay progression. To fix that - an NPC rank distribution rework would need to be used in conjunction
