Can you add important npcs as well like faction leader ( sultan, voronin etc..)
I can do this but... for what? If you want to change faction like from stalkers to bandits, you can join freedom, and later join bandits, because they are neutral between themselves.
Because they are quest givers. You might want to do quests for an enemy faction. (Except Monolith)

DLTX Supported?
Actually, DLTX and DXML it's equal features in modified exes for 1.5.2, the difference is dltx for changing ltx files, and dxml for xml.

Seeing neutral Sin/Monolith traders/mechanics sure is weird. But hey, at least Loner mechanic on Cordon doesn't die to bandits anymore, so thanks.
