Increases the NPCs accuracy by decreasing their dispersions and also making them see through bushes and at night better. Their ability to track you while you sprint and move has also been improved.

Uh... If this is made for Update 3... Are you insane?
Like they are not accurate enough, right?
NPC accuracy is dogshit no matter the update, when Anomaly 1.5 released not the accuracy was the problem, it was their vision.
Right? If anything I feel their x-ray vision needs to be nerfed, not buffed
Well, sometimes they snipe my head off from 100m with any smg.
Or they miss a full PKM magazine shooting me at close range while im just standing still.
AI turn rate and shot leading are controlled by the values in the user.ltx that are changed by the "hardcore aim" option that was introduced in CoC.
ai_aim_max_angle 30.75
ai_aim_min_angle 0.96
ai_aim_min_speed 2.48
ai_aim_predict_time 0.36
Those values are from a different mod, so yours won't look the same. Try altering them. You can adjust them via the console to test their in game effects more easily.

Found good values, the biggest problem was with ai_aim_predict_time being at 0.4 and 0.28 on hardcore aim, meaning the npcs often predict too far ahead while you're sprinting and completely bug out if you're too close. 0.15 is way better, they riddle me with holes while I sprint and also shoot straight at me if I'm trying to run around close to them. I'm guessing speed affects how fast they move their gun around to aim, 3 seems fine. No clue what angle does so I'm gonna put it to 0-30.
How can i save my changed values permanently? Tried both options (through console & user.ltx) but if i close & reopen the game the values change to default.
Dude, why the hell would you make them even more accurate(if that is even posible) ? They can shoot your balls off from 400m.
