I hated how Mercs shot at loners on sight, so I made this mod to fix it.
4 versions are included:, use only 1 (Recommend you install with Mod Organizer 2):
1) Mercs are neutral to Loners and hate Freedom
2) Mercs are neutral with Loners and Freedom.
3) Mercs are neutral with Loners and Duty, but hate Freedom.
4) Mercs are neutral with Loners, Duty, and Freedom.
I did not touch any other faction relationship, Mercs are still neutral to bandits. I felt that making them enemies of both Duty and Freedom but neutral with Loners opened up new gameplay opportunities, while keeping a balance of friends and foes.

I think in theory you could try to make all mercs spawning/residing in a specific level neutral to the player by forcing positive goodwill on each npc via script. however this would only work for the player. Another possibility would be to clone the whole faction but as you can lookup in the „SCP faction“ addon it is a lot of work. then you still need to make sure the clone mercs are spawned there instead of the original and so on…
