Weird, on my end it's running totally fine, which version are you running?
I've fixed it myself actually.. I moved the line -#include "action_fuse.ltx"- which existed in your older base.ltx to the new one... and it works now
could you explain a little bit more im having this same error i dont use this mod but maybe it could help me

This EFT sound pack normally clash with Boomsticks and Sharpshooters due to the "base.itx" file overwriting that mod. From what I've seen your saves will crash if you overwrite that base file from that mod and you can't use any saves that you had that mod installed with if you uninstall the mod. Can you add an option to make it compatible?
Just take the whine_sounds, in the base.ltx that i've included and copy that over to the Boomsticks and sharpshooters own base.ltx whine sounds, this addon is provided as is, i'm not going to make compatibility patches for every addon that tweaks the base.ltx, because all of em' have their own values.

Are you sure you're on Update 3? it uses different values for the base.ltx, causing the crash.
causes a crash with something to do with not being able to open "delayed_action_fuse"

Conflict with base.ltx from Solarint's JSRS Sound Overhaul most probably. Or other addon using this file
how to make this compatible with JSRS?
Conflict with base.ltx from JSRS package with EFT BCI V2 using this file. Compare the rows and add the desired rows for JSRS base.ltx.
