I got the instant respawn stash bug, I can reproduce it by taking the Dushman's Capture the Document mission, then just interact with the stash, the stash will immediately spawn the document and the other randomized items every time I enter the trade menu.

This addon doesn't add new text, and reuses the same kind of messages you would find from NPCs asking for a guide.
Therefore it should already be localised to Russian (if it isn't, it's a vanilla issue).

That's super weird. The 'obj' in this case should be the stash object, which should always be available.
I haven't been able to replicate this bug, but I made an update that should prevent the crash (this means that the PDA message should appear with no location in only this special case).

Maybe, because i'm keeping PDA in the inventory before i installed your addon and then try to check it and got an error. I dunno...
