Bring back AP ammo! addon

I've reintegrated AP rounds and generally tried to rebalance ammo overall. Old rounds are no longer sold by traders but can still be scavenged or sorted as a cheap and dirty alternative. As a result, regular ammo is no longer ball-breakingly expensive.

I recommend backing up the associated folders if you have any other weapon addons installed.
