Your characters may not always be newcomers to the Zone. Some may have sponsors. They may have different backgrounds. They might not choose to come to the most hazardous place on the planet armed to the teeth with just a PM and a combat knife, wearing nothing for protection but a sturdy leather jacket and pure starry-eyed optimism. They may have different priorities.
The funding presets are 10,000RU, 25,000RU, 50,000RU and 100,000RU. The available items in the store have been limited by these amounts as well, there are no longer items listed in the store that you cannot afford at the preset you're using. It doesn't dynamically remove listed items based on what you've spent, though.
10,000RU is the default, because that's approximately what DoctorX' vanilla loadout would have cost in AO3 terms.
To put things into perspective, 1RU is worth about $0.01 / €0,01, or put another way, $1.00 / €1,00 works out to about 100RU, so Doc gave you a whopping hundred bucks worth of gear to start out with. That may make sense for a Loner or Bandit, but not so much for Mercenaries, Military or Ecologists. They have jobs.
are there meant to be items that you just cant buy? like the heavy seva suit is out of the price range. is that intentional?
Yeah, those are there because you can configure the starting amount of funds. Come to think of it, I should just make some presets with different amounts of funding and store loadouts. I'll put that in the next version.

EDIT: OK so I guess it corresponds to questlines mentioned in the "story mode" tooltip and it hasn't been implemented yet
Heya MoN0, just replying for other players.
This has been implemented, but has mixed results. The storyline missions will start for factions that have end-game missions enabled for them. That's Loners, Monolith, Military, Mercenaries, Clear Sky, Freedom, Duty and Ecologists.
I have had some issues with these questlines though, particularly with Mercs. The story mode may break somewhere down the line. I can only really recommend this addon for freeplay and Azazel. But I do really recommend using this addon for those modes. :D

Since this is the only mod I use that changes character creation I assume it's its fault - no matter which spawn location I choose, I spawn in a random one..
Sorry for the late reply, man. ANYWAY just in case you come back after the new release, this happens to me too. I made it a habit to always change off the default location in that pulldown menu, that seems to prevent it from picking the wrong one. So if I want to start at rookie village, which is preselected, I choose another one and then click back to rookie village. It's dumb but works! :D
Totally forgot that was still a thing I should fix. Don't know why it randomizes by default.

I've found out my pc can miraculously handle Anomaly. Now there's no going back
