It purely changes pitch, as an experiment just for lulz. As a result, Sentinel sounds less like a bear and more like Tunguska.

I like both the Tesla Trooper/Tank but I guess their voices are already good enough, The Sentinel still doesn't seem as serious as a Super tank driver would, Apocalypse etc

Shmel is still incomprehensible.

Tunguska and Sentinel are voiced by the same actor except the sentinel is pitched down a lot.

Just IMHO:
1)Shmel trooper: It definetely became better (can actually understand all of his quotes now).
2)Shock trooper and Tesla-tank: No. Just no. Now they sound like an immature young man. And they are too...how should i say...sane? Totally ruins their "definition of insanity".
3)Sentinel: Absolutely yes! It doesn't sound too feigned anymore. Now it only needs quite less guttural sounds in some phrases. But after all, it is much better now.
