The first known incident of the viral outbreak occurred in the Summer of 1998. It all started on the outskirts of the American Midwestern Town of Raccoon City, in the Arklay Mountains. The virus eventually spread into the peaceful community and caused a widespread of panic and chaos as the inhabitants of the city were transformed into the walking dead through the mutation effects of the T-virus.

I know this burning fire was presented in the original RE4, but I like how it looks like on this rooftop.

Before 2004 all flames effect i've seen in videogames are in 2d probably because it's real hard to render it. The only exception was DooM3 which is a bunch of ugly 3d particle red bright smoke cluttering together(not to mentioned all the lag) and Resident Evil 4 which is a blend of 2d flame on top of 3d effect at the base, And it looks quite good for its time.

id Software used 3D models for fire effects in Quake 2. Due to it's ugly they decided to use sprites instead (like in old times). All other game developers follow the lead.
