Any modern combat game/mod is completely not possible if you don't have civilians inbound. Civilians in Kosovo Sunrise will not attack you: they are unarmed. They will not fire at you or reveal your position. Their nationality is not included: they are just civilians. it is your job, as a soldier, officer and human that they don't get in harm's way. Every single civilian is scripted: if you kill some you will fail your mission. This is my solution for unnecessary shelling of any area: ammo is expensive. This will make you think before you blink.
here is one example: this is fourth mission in campaign. You are in high hills, you already finished some missions and you know enemy will attack you.
But what's that in the forest, by that tractor? of course, civilians going through the woods and chopping trees. Of course, they are not the military target but if you don't think and fire some mortar shells around and kill some...your mission is failed.
To make your life easier, in case of a trouble, most of the civilians will actually move away from the hot zone, they will run away. But remember: check your fire before commencing it...your mission success depends on that.

Yeah, without civilians it wouldn't be realistic (especially when you are fighting in some big city and streets are empty). Will try to add even more of them :-)
It´s not realistic with no civilian casualties. But it seems interesting but it makes me not try it since it´s so unforgiving hehe.
