These are the appropriate files needed in order to get different sounds linked onto stock models, or to attach new ones to buildings are other units. By using Loran's guide you can even setup your own new sounds to be put on models without having to overwrite to original ones. As for the splats, these can be useful for a variety of things, from tracks, craters, blood or any texture file you want to place ingame as a plane.
Unfortunately since we do not have access to the original pre-burn files we cannot preview the sounds or splats in the OE viewport, although you can generally guess what each one sounds like, after playing this game for such a long time.
To install, just extract OE - sound and splats.rar to:
DataGeneric\Engine
or your equivalent CoH root location.
