Urgent: Must be read by all Commanders attempting to delve into the Secrets of Tiberian Secrets.

Civilians have been sighted on the Battlefield

Commanders must be aware of how to react appropriately to these innocent people so as to maximize their strength. be aware not only of how you must react but how your enemies will react and plan accordingly.

Civilians:
Civilians will show up in 6-7 man squads, they are unarmed and incapable of fighting. They will act similarly to how they did in Command and Conquer Generals. which means that the squads will often be found packed in groups, and most often near dwellings, when attacked civilians will often run from enemy forces. Civilians like normal soldiers are harmed by Tiberium, but unarmored civilians are highly vulnerable to the substance, they will make an effort to avoid it.

Factional Uses of civilians:

The Global Defense Initiative:
It is tragic that civilians can get caught in the crossfire of opposing factions fighting, GDI prizes the support of these men and women. Due to these circumstances GDI Commanders are to protect the safety of these innocents, GDI Command posts (Tier 2 tech structure) enable the use of a support power with a very short cool-down that calls in an Ox air transport to a civilian squad in the field where the civilians will be picked up and carried off the field from the direction of the Command post. The Ox is vulnerable during the process but engineers have worked hard to boost the speed and armor of these Oxes, as well they must be targeted manually. Successful evacuation of the civilians will result in a bonus from GDI command. If the enemy manages to kill the civilian laden Ox then they will receive the bonus.

The Brotherhood of Nod:
The brotherhood makes use of the poor and disenfranchised they just need to be shown the light and will henceforth become loyal servants of Kane. the brotherhood has unlocked the production of Confessors, they now can be produced separately from a squad of militants, use the Confessor's Secondary ability to capture the civilians, where they will be sent to the brotherhood Secret Shrine for processing and be released as soldiers (these soldiers may have undergone enhancements). once transformed into servants of the brotherhood the process cannot be reversed and bonuses cannot be won from them. If the confessor is killed while guiding the civilians, then the civilians return to a neutral state. More on the confessors will be released at a later date, but bear in mind that Confessors will have more purposes than guiding civilians.

The Scrin Invasion Force:
Civilians are quite feeble minded, and do not require much convincing to turn to the Scrin. Scrin Assimilatiors (engineer unit) have been granted the ability to bug civilians squads at melee range this simple mind control allows Scrin players to move and see with the civilians, these civilians will show up as neutral to any enemies and can only be found out with detection units/structures, the civilians can hide which allows them to stealth while still the may also have been infected with a deadly contagion (infect nearby infantry use is TBD). These corrupted civilians are easily recaptured simply use your own faction's Civilian capture method.

The All Seeing Army:
Humans are so pathetic, really the only thing they were good for was building the All Seeing Intelligence Mainframe (ASIM)(Artificial intelligence commander of the ASA) . Humans have outlived their usefulness if they wont serve ASIM then simply eliminate them, kill them all, do this and ASIM will grant you a bonus for their destruction. Yes this does mean that Scrin trying to use civilians to infiltrate the All Seeing Army is just about useless.

The Colony:
Of all the humans that can be transformed into zombies civilians are among the easiest. the transformation process enacted on them, takes shortest amount of time compared to enemy infantries, their abilities may be more numerous than their armed counterparts, possibly extending to powerful Tiberium shard launchers extending from their arms and suicide capabilities detonating the Liquid Tiberium that they have been infused with. If the unit conducting transformation on the civilians is destroyed during the process the civilians may be inflicted with Tiberium poisoning and will have a short window in which they can be recovered before they die, use Factional civilian capture method.

Dream Army 51:
The Code, creed sworn oath of the Elite is to serve the People, to Protect them, and Defend their Best interests. The president of the Area 51 forces agrees with this creed and has done his best to facilitate its being carried out in the Dream Army. Dream Army APCs have a secondary ability that allows them to pick up civilians to fill their garrison slot. The APC will then return the civilians to the base where they can be kept in one of three structures first the Tiberium Research Center (only one can be built at a time), the Tiberium Research center acts to increase the income of each harvester load so as to maximize wealth, the structure also allows for upgrades to be unlocked by entering civilians into the structure (up to 3 permanent garrisons), these upgrades enhance the harvester's speed, capacity, or defensive capability (gun/stealth/heal). The Second is the Hospital (only 1 can be built at a time) on its own the structure can heal up to 4 infantry squads at a time, entering 1 civilian squad will decrease the time needed to heal, another civilian squad should allow the structure to heal all friendly infantries (like RA3). The Third Structure is a Civilian Barracks, this structure was built for the housing and maintaining of civilians, they in turn may provide benefits from their that I have not yet determined, this could range from providing a credit stream, reducing the cost of producing units and structures, or even turn the structure into an extra fortified bunker, it is really to early to tell. all of these structures are connected underground to a Civilian Center, that is a prerequisite for the others, if one of the other structures is destroyed then the civilians will be transmitted to the Civilian Center where they will be flown off. If the civilian center is destroyed first then destruction of any of the other structures releases the civilians onto the field. if there is no room left in your base to house civilians then you can use the Civilian Center to fly them off, there is no bonus for this, your main advantage here is keeping them from your enemies.
