Two programs, to convert between GXT and TXT files. Requires a version of Perl (I use ActivePerl)

There are two programs - GXT2TXT and TXT2GXT. The first one
you'll probably use is GXT2TXT: to use it, you need a version
of Perl -- ActivePerl (the Windows version of Perl) is available
at Activestate.com.
Then you just need to install Perl, copy the appropriate GXT
file from the GTA2 "data" directory into the same directory
as all the other GXT2TXT files, and run gxt2txt.bat
(e.gxt contains the English text. If you want to use any other
language, you'll also need to change the "$language = ..." line
in the .pl programs)
Assuming you're using e.gxt, the program will create
e.txt with the format
messageid|message text
You can add extra messages to the file, but the messageid
*MUST NOT* be more than 8 characters! The message text *MUST*
contain an even number of #s (or none), or else the program quits.
Once any changes have been made, run txt2gxt.bat to create
the .gxt file. Copy this into the GTA2 "data" directory
(remember to make a backup first!), and the changes should
appear when you start the game.
You may distribute this program as long as it is the original,
unmodified zip file (i.e. only give people the GXTTXT.ZIP file)

And thanks to Stephen Dawkins for telling me the GXT file format
