can this be used for Dark Crusade?
Yes. It works with GOTY, Winter Assault, Dark Crusade and Soulstorm.
where should I put this to?
The included readme lists installation instructions. Here's the text. Note you can also extract into the GOTY and Dark Crusade versions just fine.
Extract the contents of this package to <Installation Path>\Dawn of War Soulstorm\.
Ex: C:\Games\Steam\steamapps\common\Dawn of War Soulstorm\
--> Engine folder should place its sub-folders and files inside of the existing Engine folder
--> W40k folder should place its sub-folders and files inside of the existing W40k folder
The font folder was only meant for/tested in an English locale version of the game, but the folder name could most likely be changed to the appropriate locale to get them working
