Means if you have $40,000 you can use their engine to make your own game.
I think it means that if you are wanting to develope a mod for download on this site you can use there engine for free, or almost anyway. thats why the dual license, one license for the 'garden shed' progammers, and one for the game company developers.
^and gain access to the source code for the engine, rather than just using an external dll, with any luck they'll do the same as ID has done with the quake II angine and give us a GNU licensed copy :D
