Unpack and drop cfg and script folders to source game or mod main folder.

Type "sv_cheats 1" in the console, it's required for spawn menu.
Press Shift+F1 keys to open/close spawn menu.

VGUI Spawn Menu allows users to open spawn menu with various spawnable props/ragdolls/NPCs which adds sandbox elements for almost every Source Game or Mod.
Version 1.6 adds scripted tools which you can use to build something or just have some fun.
It can also load maps as there's map list for HL2 and its expansions: EP1, EP2, Lost Coast
Some mods may not support specific props/ragdolls/NPCs so please be wary of spawning objects that are meant for other games.
Misc tab contains some useful options which will change game rules. For example you can get Super Gravity Gun.
Universal VGUI Spawn Menu doesn't work on old Source Engine games and mods. Example: It will not work on Smod or Underhell Prologue.

Tools Info:
Parent Tool - It's like Welding with Physgun but better.
Ignite Tool - Ignites NPCs, Ragdolls, some props like explosive barrels.
Camera Tool - Camera that will follow targeted entities or player.
Model Scale Tool - Resize NPCs and props. Make them either big or small.
Color Swap Tool - Apply specific color for any object.
Ragdoll Dance Tool - Makes ragdoll "dance".
Ragdoll Fade Out Tool - Makes ragdoll disappear.
NPC Freeze - Frezee NPC at your aim position
Object Freeze - Freeze props or ragdolls in place.

Very good, much better than using console commands, its also very easy to install
You should add the command "givecurrentammo", it gives you max ammount of ammo for the gun that you're holding
